Dick graduated from Bowdoin College, where he also took Army ROTC and was commissioned as a 2nd Lieutenant. Following college, Dick attained his law degree from Columbia University in New York City. After completing his formal education, Dick served as an Army Intelligence Officer rising to the rank of Captain. He served in Vietnam, working as an advisor to the Vietnamese and in the Phoenix Program.

After his Army service, Dick started practicing law in Presque Isle, Maine where he has remained for 45 years. He joined Bemis & Rossignol, LLC, in 2007. Dick concentrates his practice in the fields of Estate Planning, Real Estate, Elder Law, Corporate Law and Business Planning and has been elected as a Fellow of the American College of Trust and Estate Council. In addition to his law practice, Dick has served as President of the Aroostook County Bar Association, on the Maine Supreme Judicial Court's Committees on both Professional Responsibility, and Evidence. He also served for 6 years as a member of the Court appointed Board of Overseers of the Bar and was a founding Trustee of the Maine Lawyer's Client Protection Fund.

Outside the practice of law, Dick is now a second term member of the Presque Isle City Council and has served as Chairman or President of our local Planning Board, Zoning Board of Appeals, Chamber of Commerce and the Presque Industrial Council. He is a 40+ year member of the Presque Isle Rotary Club and was awarded the prestigious Paul Harris Fellowship. Other civic activities include having been the chairman of the Aroostook County Fund of the Maine Community Foundation and the chairman of the Foundation for the Northern Maine Community College. Dick is a co–founder of Aroostook Football the only football program in Aroostook County. He has served as a Coach, Director and Fund Raiser for the football program.
